The proposed resolution authorizes a grant (total award=$5,000) through the Municipal Art Fund. The current available budget for the Fund is $354,000. No additional City appropriation is required to fund the proposed grant.

Approving funding recommendation of the Madison Arts Commission for a total of $5,000 in public art funding from the Municipal Art Fund for Alicia Walter's Black Thought Wall installation at the Village on Park and authorizing the Planning Division Director to execute the contract.
Body
WHEREAS, the Common Council adopted Resolution ID #30476 on March 19, 2002, adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the framework; and,
WHEREAS, the Madison Arts Commission, whose mission it is to make the arts an essential part of the lives of all of Madison's citizens, re-established the Art in Public Places (AIPP) program at their May 9, 2012 meeting; and,
WHEREAS, funding for these types of public art projects are identified as potential expenditures in the Municipal Art Fund in the 2020 Capital Budget; and,
WHEREAS, the Common Council adopted Resolution RES-20-00391 ID #60368 on April 27, 2020, directing $80,000 of the Municipal Art Fund to commission artists who have been impacted by loss of income due to COVID-19 and to create projects designed to promote positivity in neighborhoods; and,
WHEREAS, on August 5, 2020 the Madison Arts Commission (“MAC”), reviewed the request of the YWCA Madison, Inc. (“YWCA”) for AIPPLF funding to work with local artists to create a temporary Black Thought Wall installation at the Village on Park (“Project”) to coincide with the 2020 YWCA Racial Justice Summit. MAC recommended funding $5,000 for the Project; and,
WHEREAS, the result of this Project will be the creation of Alicia Walter’s Black Thought Wall in the form of a temporary public art installation with facilitated experiences centered on healing, love and liberation, led by the YWCA’s Racial Justice and Restorative Justice practitioners and local artists, where invited participants will answer questions and write their answers on the Wall during scheduled activities; and,
WHEREAS, the Community Development Authority (“CDA”) is the owner of the Village on Park located at 2300 South Park Street and the YWCA is working with CDA on a license agreement to install the Wall at that location for a period of one (1) year; and,
WHEREAS, neither the City nor CDA will own the Project or the resulting artwork, rather it is a temporary display of public art with ownership remaining with the YWCA and/or the artists and participants as determined by them; and ,
WHEREAS, the City's ability and willingness to fund this Project is contingent on the: (i) YWCA's ability to secure all necessary permissions and permits for the Project; (ii) the CDA Board’s approval of a license agreement with the YWCA for the one year installation at Village on the Park, which will include assurances for ongoing maintenance and monitoring of the Wall, site and art features; (iii) YWCA’s ability to ensure the placement and secure construction of the artwork as required by the City; (iv) YWCA providing MAC and CDA with final designs before proceeding with fabrication, construction and installation of the piece; and,
WHEREAS, payment of the Grant will follow successful installation, as determined by the Arts Program Administrator, of the completed artwork according to the terms of a a grant contract to be executed for this purpose,
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the funding recommendation of the Madison Arts Commission for a total of $5,000 in public art funding from the Municipal Art Fund for the Project as described above; and
BE IT FURTHER RESOLVED that the Planning Division Director is authorized to execute a contract for the funding as described herein, in a format approved by the Finance Director, Risk Manager, and City Attorney.
