The proposed resolution authorizes the Mayor and City Clerk to execute an agreement with the State of Wisconsin Department of Transportation for design oversight of the Autumn Ridge Path-Ziegler Road to Stein Avenue project. The estimated cost of the design oversight is $28,200. GO Borrowing is available in the 2020 Adopted Engineering - Bicycle & Pedestrian Capital Budget for the Autumn Ridge Path (11859).

The City of Madison is proposing to construct a new path connecting the Capital City Trail to neighborhoods on the City’s northeast side. Construction is planned for 2026. The City is currently seeking Transportation Alternatives Program (TAP) funding. The project will be managed by the Wisconsin Department of Transportation (WisDOT) and a project Agreement with WisDOT will be required for funding, oversight and construction. The City of Madison and WisDOT propose to enter into an agreement for design oversight for this proposed project. The basis for cost sharing participation is as follows:
1) Design Engineering: All design-engineering costs are 100% Local Funding
2) State review of Design: All costs are 100% Local Funding
The agreement requires that the City indemnify the State of Wisconsin Department of Transportation. City APM 1-1 requires Common Council Approval whenever the City indemnifies another party.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for design oversight for the Autumn Ridge Path-Ziegler Road to Stein Avenue project.
