Fiscal Note
The Water Utility administers the City of Madison’s Municipal Services Bill, which bills for water, sewer, stormwater, landfill remediation, and urban forestry charges. Currently, Municipal Service Bill debts may be unrecoverable for customers that live outside the City. The proposed resolution authorizes the City of Madison to recover debts on delinquent accounts that may otherwise be unrecoverable.

The Water Utility charges a 1% late fee per month for customers that do not pay their Municipal Services Bill by the due date. This fee was waived in March 2020 due to COVID-19, and has not yet been reinstated. The following table shows the amount of water payments that were in arrears in March to June of 2019 compared with the same months in 2020. This does not include any Municipal Services Bill charges other than water.

Body
WHEREAS, Madison Water Utility administers the billing system for the City of Madison Municipal Services Bill, which includes water and sewer bills, stormwater, landfill remediation, and urban forestry charges; and

WHEREAS, the City water and sewer utilities provide service to customers outside the City of Madison in accordance with Madison General Ordinances Section 13.16(2) and Section 35.02; and

WHEREAS, the City water and sewer utilities are authorized under section 66.0809(3) of Wisconsin Statutes to certify amounts owed in arrears to the utilities to the tax rolls of the appropriate town, village, or city;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes Madison Water Utility...
