Fiscal Note

The proposed resolution amends the 2020 Adopted Capital Budget for Engineering-Major Streets and Engineering - Bicycle and Pedestrian by authorizing a net-neutral transfer of $67,000 of existing budget authority. Under the proposed resolution, $67,000 of GO borrowing authority will be transferred from the West Towne Path - Phase 2 (Munis 10763) project to the Gammon Road, South (Munis 11130), and West Towne Path - Phase 1 (Munis 10168) projects. The proposed resolution also modifies the contract with Ayres Associates Inc., approved under RES-16-00379, for additional design services for these projects. Funding is available in the West Towne Path - Phase 2 project for this transfer.

Title

Gammon Road (Seybold Rd to Mineral Point Road) & West Towne Path (Grand Canyon Dr. to S. Junction Rd). (1st, 9th & 19th AD).

Body

The City of Madison in conjunction with the Wisconsin Department of Transportation (WisDOT) has approved a project to reconstruct S. Gammon Road from Seybold Road to Mineral Point Road and to construct the West Towne Path from Grand Canyon Drive to S. Junction Road.  The City of Madison is the lead agency for the project and has entered into a design engineering contract with Ayres Associates, Inc., (Original: RES-16-00379).   The first Phase of the project includes reconstruction of S. Gammon Road from US HWY 12 & 14 (West Beltline Hwy) to Mineral Point Road and construction of the West Towne Path from Grand Canyon Drive to S. Gammon Road.  Final Plans and Specifications for the first phase of the project have been completed and a construction Contract has been awarded by WisDOT.  

 

 

The City Engineer recommends that additional design services be added to the Contract with Ayres Associates, Inc. to address additional design issues that have been identified during the design process.   The additional services include:

      

1.                     Additional Design services beyond the scope of the original contract were needed to complete final plans for all pedestrian curb ramps within the project limits to comply with new, more stringent design standards and documentation requirements implemented by WisDOT in 2019.

 

2.                     Additional Design services beyond the scope of the original contract were needed to design and produce final plans for the Multi-Use Path along the west side of Gammon Road which required design of additional retaining walls and connections to the Multi-Use Path that were not included in the original Contract.

 

3.                     Additional Design services beyond the scope of the original contract were needed to redesign the pedestrian underpass of Gammon Road and realign portions of the West Towne path to comply with State Statues requiring new bike path and pedestrian facilities to be constructed in existing right of way beginning in 2017.

 

4.                     Additional Design Services were needed to coordinate and prepare Addendum No.2 to the WisDOT Plans, Specifications and Estimate bidding documents based on changes needed to address Bidders questions and comply with the City’s request for changes to the bid documents.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute Amendment No. 2 to the contract between the City of Madison and Ayres Associates Inc., for additional design engineering services for S. Gammon Road (Seybold Rd to Mineral Point Road) & West Towne Path (Grand Canyon Dr. to S. Junction Rd)

 

BE IT FURTHER RESOLVED that the Engineering-Major Streets and Engineering-Bicycle and Pedestrian Capital Budgets are hereby amended to transfer $67,000 GO authority from West Towne Path (project 10763) to Gammon Road, South (project 11130) and West Towne Path Underpass (project 10168).
