The proposed resolution authorizes approval of the Madison Arts Commission’s recommendation for the 2020-2021 Arts Grants awards. The Madison Arts Commission received 68 applications, totaling $136,436 in requests. The commission recommends funding 68 projects totaling $97,050. The Planning Division’s 2020 Adopted Operating Budget includes $107,500 to fund such grants recommended by the Madison Arts Commission. No additional City appropriation is required.

SUBSTITUTE - Approving the 2020-2021 Arts Grants awards funding as recommended by the Madison Arts Commission.

Body

WHEREAS, The Madison Arts Commission has the authority, by ordinance, to annually recommend arts grants for approval by the Common Council; and,

 

WHEREAS, By the March 15 application deadline the Madison Arts Commission received 68 applications for arts projects funding, totaling $136,436 in requests, reflecting a need for financial support that the Arts Commission is unable to meet at its current funding level; and,

 

WHEREAS, the applications were distributed to members of the Madison Arts Commission who carefully evaluated the proposals based on previously published guidelines and turned in scores to the Madison Arts Program Administrator by April 20, 2020; and,

 

WHEREAS, Planning Division staff compiled those scores and comments and ranked the applications accordingly; and,

 

WHEREAS, the Madison Arts Program Administrator collected grant proposal revisions from applicants detailing how disruptions due to COVID-19 might affect the applicants’ proposed projects; and,

 

WHEREAS, the rankings and grant proposal revisions were reviewed by the Arts Program Administrator in consultation with the Chairperson of the Madison Arts Commission; and,

 

WHEREAS, the Madison Arts Program administrator recommends funding 68 projects for grant awards totaling $97,050; and,

 

WHEREAS, the Arts Administrator will contact all grantees in September of 2020 in order to re-evaluate their ability to execute their proposed projects as described in their original proposal or as amended in their administratively approved COVID-19 Grant Revision Requests, and,

 

WHEREAS, at that time, funding for organizations unable to use City funding as approved, will be reallocated to fund other eligible projects or returned to the general fund,

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the 2020-2021 grant awards funding recommendations of the Madison Arts Program Administrator and authorizes the Planning Division Director, The Finance Director and the City Attorney to execute the agreements on behalf of the City of Madison to effectuate said grants, upon countersignature of the Finance Director and approval of the City Attorney.

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the 2020-2021 grant awards funding recommendations of the Madison Arts Program Administrator and authorizes the Planning Division Director, The Finance Director and the City Attorney to execute the agreements on behalf of the City of Madison to effectuate said grants.
