Fiscal Note

The proposed resolution authorizes a $9,896 façade improvement grant. The 2020 Adopted Capital Budget includes $125,000 for the Economic Development Division’s Façade Improvement Grants capital program. The Façade Improvement Grants program will have $95,104 of remaining budget authority following this grant award.

Approving Facade Improvement Grant to FB Enterprises, LLC for a project located at 1402 Williamson Street. (6th A.D.)

Body

On October 3, 2000, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a “flatiron” building.  The objective of the Program is to restore, beautify, or enhance the entire facade or elevation of a commercial building.  

 

The Facade Improvement Grant Program Staff Team has reviewed the following Façade Improvement proposals and determined that it meets the requirements of the Program. The Urban Design Commission has reviewed the proposals and recommends design approval.

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant proposals:

 

1.                     1402 Williamson Street, Grantee: FPB Enterprises, LLC

 

 The scope of the exterior work will include:

 

A.                     Remove and dispose of concrete between city sidewalk and building (approximately 6” wide)

B.                     Regrade base as needed

C.                     Provide and install concrete into prepared area

D.                     Note: New concrete will slope away from building

E.                     Remove and dispose of loose/cracked or failing coating at base of building

F.                     Provide and install new product to exposed areas

G.                     Provide and install paint as needed

H.                     Remove material covering old window/storefront on Dickenson St. side of building

I.                     Prep lintel as needed and prime and paint as needed

J.                     Provide and install brick to exposed opening

K.                     Provide and install a stone sill to area as discussed

L.                     Note: New brick to be selected by owner

M.                     Tuck point as needed

 

Total project cost is estimated at $19,793.  Façade Improvement Grant not to exceed $9,896.

                     

BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
