Fiscal Note

The proposed resolution amends the 2020 Operating Budget of the Police Department for a U.S Department of Justice Coronavirus Emergency Supplemental Funding (CESF) grant award of $279,128 to fund unbudgeted COVID-19 response supplies and equipment. The project period allows costs from January 20, 2020 through January 31, 2022. As of April 29, 2020 the MPD has incurred $97,000 in COVID related supply purchases and is projecting at least $150,000 through the end of the year. There is no local match requirement with this grant.

Amending the 2020 Operating Budgets of the Police Department; and accepting a U.S Department of Justice Coronavirus Emergency Supplemental Funding (CESF) grant award of $279,128 to fund unbudgeted COVID-19 response supplies and equipment.

Body

WHEREAS the U.S Department of Justice, through its Office of Justice Programs, Bureau of Justice Assistance has established the Coronavirus Emergency Supplemental Funding (CESF) Program funding to assist eligible states, local units of government, and tribes in preventing, preparing for, and responding to the coronavirus.; and,

 

WHEREAS, the Bureau of Justice Assistance has awarded the Madison Police Department grant award of $279,128 for COVID-19 response-related, unbudgeted expenses incurred since January 20, 2020 and through January 31, 2022; and,

 

WHEREAS, the Police Department has had extensive expenses to date for unbudgeted personal protective equipment and cleaning supplies to aid personnel in protecting  and serving the community, which will continue throughout the current emergency.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept a FY2020 Coronavirus Emergency Supplemental Funding (CESF) grant award of $279,128 from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.

 

BE IT FURTHER RESOLVED, that the Police 2020 Operating Budget, is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder, the U.S Department of Justice.

 

BE IT FURTHER RESOLVED that the Finance and Police Departments are authorized to establish and/or maintain accounts as required for the administration of the grant funds.

 

BE IT FINALLY RESOLVED that the Police Department shall use grant funds to pay for COVID-19 response-related, unbudgeted expenses for supplies and equipment.
