Title
Amending Section 33.13(1) of the Madison General Ordinances to provide that, if the Common Council President serves less than a full year, the new Common Council President may appoint a new Common Council Executive Committee.

DRAFTER'S ANALYSIS: Sec. 33.13 provides that the members CCEC appointed by the Common Council President serve a one year term. This coincides with the presumed one year term of the Council President under sec. 62.09(8)(e), Stats., and sec. 2.205, MGO. However, neither of those laws require a one year term for the Council President, and the Council could determine a shorter term for the Council President. In addition, the Council President may resign or otherwise vacate the position during the term.
This amendment provides that, in the event the Council President does not serve the full one year term, the new Council President may appoint new members to the CCEC.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (1) entitled “Committee Composition” of Section 33.13 entitled “Common Council Executive Committee Office and Chief of Staff” is amended as follows:
“(1) Committee Composition . There is hereby created a Common Council Executive Committee (CCEC) which shall consist of seven (7) members of the Common Council who shall serve for terms of one year, provided, however, that in the event the Common Council President serves less than a full year, the new Council President may appoint a new CCEC . The President of the Common Council shall serve as Chair. At the annual organizational meeting of the Common Council, held on the third Tuesday of April of each year, the President shall appoint five (5) other members of the Council to serve on the Executive Committee.
