The proposed resolution authorizes non-competitive purchases totaling $170,211 as stipulated by the Wisconsin Hazardous Materials Response System Equipment Grant. A separate resolution (Legistar ID #60181) amends the Fire Department’s 2020 Operating Budget for the grant. The grant covers the full cost of the equipment; there is no impact on the levy.

WHEREAS, the Madison Fire Department has been awarded a grant for the purchase of standardized equipment by the Wisconsin Department of Military Affairs; and
WHEREAS, the Madison Fire Department requires technical equipment to perform necessary City preparedness for hazardous materials response; and
WHEREAS, the Wisconsin Hazardous Materials Response System has reviewed available products and suppliers and identified Clarey’s Safety Equipment, Rapid Deployment Kit, and Fisher Scientific, Gemini, as the best available equipment for the job for the reasons explained in the attached Noncompetitive Selection Request Form; and
WHEREAS, MGO 4.26(2) requires goods to be purchased using a competitive process approved by the Finance Director, and under the Finance Director’s Purchasing Guidelines, Common Council approval is required to purchase goods of $50,000 or more without a competitive process;
NOW, THEREFORE, BE IT RESOLVED, that that the Common Council hereby authorizes the purchase of $69,211.00 for a Rapid Deployment Kit from Clarey’s Safety Equipment and $101, 000.00 for a Gemini from Fisher Scientific. The Common Council authorizes the Finance Director/designee to execute the purchase of goods as described above
