Fiscal Note

On March 23, 2020, the Mayor issued an Emergency Proclamation based on the increasing transmission of the COVID-19 virus within the City of Madison. To help mitigate the financial impacts of this emergency on the businesses and residents of Madison, the proposed resolution temporarily suspends parking regulations under Madison General Ordinance Section 12.122, to support curbside pickup from grocery stores and restaurants until the emergency ends.

The fiscal impact varies by each specific area and how the parking restrictions in that area are posted.

A budget amendment is not proposed at this time. The Finance Department is closely monitoring the 2020 budget and subsequent budget amendment resolutions to fully fund the response efforts are anticipated in the future.

Body

WHEREAS, on March 23, 2020, pursuant to Madison General Ordinance Section 3.19,  the Mayor issued an Emergency Proclamation, based on the increasing transmission of COVID-19 within the City of Madison; and

 

WHEREAS, on March 24, 2020, the Governor of Wisconsin issued Emergency Order #12 ordering individuals to remain home except for Essential Travel; and

 

WHEREAS, as part of the Governor’s Order all Nonessential Businesses are required to close; and

 

WHEREAS, the closure of numerous businesses throughout the City has the potential to have significant negative financial impact on residents; and

 

WHEREAS, the Governor’s Order allows grocery stores to remain open provided the stores comply with Social Distancing Requirements; and

 

WHEREAS, the Governor’s Order allows restaurants to provide pickup and delivery services; and

 

WHEREAS, the City’s stopping, standing, and parking regulations may inhibit the ability of grocery stores and restaurants to provide pickup services; and

 

WHEREAS, the Governor’s Order allows Nonessential Businesses to continue operations consisting exclusively of employees performing activities at their own home; and

 

WHEREAS, the City’s stopping, standing, and parking regulations may inhibit the ability of individuals to remain home and/or work from home;

 

NOW THEREFORE BE IT RESOLVED, that effective immediately, in order to support local grocery stores’ and restaurants’ ability to provide food to customers through pickup services, the City Department of Transportation Parking Division Manager or Traffic Engineer may temporarily suspend enforcement of Madison General Ordinance Section 12.122(1)(a), as deemed appropriate, to allow local grocery stores and restaurants to provide food to customers through curbside pickup, to facilitate individual compliance with orders to remain home, to support continued business operations through employees working remotely from home, and to serve other purposes to mitigate COVID-19-related community and public health impacts until the Director of Public Health Madison and Dane County and the Governor of Wisconsin determine to end the emergency actions they have taken to combat the coronavirus pandemic.
