Fiscal Note
The proposed resolution authorizes the Mayor and City Clerk to enter into a competitively selected service contract with Galls, LLC for the uniform management program for Fire and Police. Funding for uniform expense is included in the respective agency operating budgets (Munis acoount #53245), an annual appropriation subject each year to Common Council approval. No additional appropriation is required to award the contract.

A RESOLUTION authorizing the Mayor and City Clerk to enter into a three (3) year, competitively selected service contract with the option for one (1) additional two (2) year term with Galls, LLC for the uniform management program for Fire and Police.
Body
WHEREAS, the Fire and Police departments requires consulting services in order to pursue their awesome multi-year initiative; and
WHEREAS, the Fire and Police departments worked with the Purchasing Division to issue RFP #8800-0-2019-BP on June 28, 2019 to solicit proposals for uniform management services, and received 1 proposal; and
WHEREAS, an evaluation team consisting of Purchasing staff and relevant Fire and Police staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; and Galls, LLC was selected through this process; and
WHEREAS, to complete the work, a three (3) year contract is required, and Galls, LLC proposed a contract price designated in Exhibit A of the contract to perform all services required by RFP # 8800-0-2019-BP; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $50,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Galls, LLC for the purposes and at the price described above, for a term of three (3) years.
BE IT STILL FURTHER RESOLVED, that City Purchasing is authorized to sign any contract extensions.
