Approving temporary construction work with associated noise impacts between the hours of 7:00 PM to 7:00 AM for work associated with City of Madison cured in place lining project #11989. (19th AD)
Body
The City of Madison cured in place pipe (CIPP) rehabilitation of sanitary and storm sewers project intends to rehabilitate approximately 42,850 linear feet of 6” to 24” diameter sanitary and storm sewer in locations throughout the City of Madison. The curing method associated with this project does not allow for all construction activities of the project to take place during the normal working hours of 7:00 AM to 7:00 PM.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. The Contractor performing this work has called for permission to perform the work required to cure in place line segments of sanitary sewer mains on Watts Rd between S. Gammon Rd to the property line of 725 S. Gammon Rd outside the hours of 7:00 AM to 7:00 PM because:
1. The section of sanitary sewer main to be lined has high flow during the hours of 7:00 AM to 7:00 PM.
2. The streets where this work is scheduled to occur convey high volumes of traffic. Activities associated with lining these sanitary mains will disrupt live traffic causing considerable disruption and delay.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Hydraulic cleaning of the sanitary sewer main sections to be lined to remove any accumulated debris prior to lining;
2. Conducting a closed-circuit inspection of the sanitary sewer mains to be lined to confirm that the line has been adequately cleaned prior to lining and to provide documentation to the City of pre-lining. conditions;
3. Constructing scaffolding in order to install resin-impregnated felt liner.
