Title
Board of Health Resolution #2020-01 Authorization to Enter into a Grant Agreement and Accept Funds from the State of Wisconsin Department of Health Services for the Wisconsin Lead-Safe Homes Program
Body
Public Health-Madison and Dane County (PHMDC) proposes entering into an agreement with the State of Wisconsin Department of Health Services to participate in the Wisconsin Lead-Safe Homes Program (LSHP).

This grant provides financial and professional resources for the abatement of lead hazards in homes owned or occupied by low income families that include pregnant women or young children. Income status is determined by the family’s eligibility for BadgerCare. The grant calls for PHMDC to coordinate the abatement of lead hazards in up to 10 homes in Dane County. The grant pays for expenses related to risk assessment and the actual abatement of the property. It also pays for the relocation of the occupants to avoid exposure to lead hazards during renovation. Further, the grant will pay costs associated with training to increase the number of professional contractors available to perform lead risk assessments or lead hazard abatement. The grant also reimburses the Department for staff time associated with coordinating lead abatement projects or training sessions.

The grant is effective from January 1 2020 through June 30 2021. The contract allows for the number of homes to be revised based on the ability to identify eligible properties. The grant allows for rental property owners to participate if they have tenants that meet the criteria of the grant, agree to pay 15% of the project cost, and agree to rent to low-income families for three (3) years following completion of the project.
