The proposed resolution authorizes the acceptance of a $25,000 Wisconsin Department of Justice grant to develop an adolescent training course using the Policing the Teen Brain framework. Grant funding will be used to offset costs associated with developing the training. The budget will be amended to appropriate the grant funds in the Police Department's purchased service budget. There is no City match or General Fund impact associated with the grant.

Amending the 2020 Police Operating Budget and accepting a $25,000 Wisconsin Department of Justice juvenile justice grant for an adolescent behavior training course
Body
WHEREAS, the Wisconsin Department of Justice (WDOJ), through its Governor’s Juvenile Justice Commission, is providing grant funds to support a train-the-trainer course for MPD officers on understanding adolescent behavior and improve interactions with youth and young adults; and,
WHEREAS, a nationally-recognized adolescent behavior course taught by Strategies for Youth called Policing the Teen Brain was highly recommended by the Center for Children’s Law and Policy, which has been working with the Police Department and local restorative justice partners since July 2018 on a Law Enforcement Leadership for Equity Initiative on improving and reducing contacts and arrests of youth of color, and will contribute to the cost of the training; and,
WHEREAS, Strategies for Youth will work with the Department and local youth agencies to tailor its four-day train-the-trainer course to local conditions, and after that training will then coach two two-day trainings conducted by the Department; and,
WHEREAS, the Department’s training cadre of twenty-five officers will then be able to teach the curriculum to all officer and future recruits, as well as later offering the training to various community partners, such as school district and library staff who interact with youth.
NOW, THEREFORE IT BE RESOLVED, that the City approves acceptance of the Wisconsin Department of Justice juvenile justice grant award for an adolescent behavior training course.
BE IT FURTHER RESOLVED, that the 2020 Police Operating Budget be amended by $25,000 for training expenses, offset by revenue of $25,000.
BE IT STILL FURTHER RESOLVED that a budget amendment appropriating $25,000 is approved to cover expenses in a segregated account for the training described in this resolution.
BE IT STILL FURTHER RESOLVED that the Mayor, Clerk and other designated officials are authorized to sign the grant award documents.
BE IT FINALLY RESOLVED that the Finance and Police Departments are authorized to establish and/or maintain accounts as required for the administration of the grant funds, including modifications approved by WDOJ.
