Fiscal Note
The proposed resolution authorizes a contract in the amount of $342,804.84 for a 3-year licensing, subscription, and support services agreement for Autodesk AutoCAD and Civil 3D design software. Funding is available in the 2020 Adopted Engineering, Sewer Utility and Stormwater Utility Operating Budgets. Under the three-year renewal option, Engineering shall pay the entire amount in 2020, booking one-third to expenses and the other two-thirds to Prepaid Expense. In each of the following years, one-half of the amount in Prepaid Expense shall be transferred to expense. Funding is available for this purpose.

Authorizing the Mayor and City Clerk to enter into a 3-year, competitively selected purchase of service contract with DLT Solutions, LLC for Autodesk licensing, subscription and support services agreement for Autodesk AutoCAD and Civil 3D design software.
Body
WHEREAS, the Engineering Division’s 2020 operating budget includes funds for the purchase of a licensing, subscription and support services agreement for Autodesk AutoCAD and Civil 3D design software; and
WHEREAS, the Purchasing Division and Engineering Division, through a competitive process, solicited proposals for RFB# 8851-0-2019-JA to obtain best pricing possible for necessary Autodesk Software Subscription Renewals; and
WHEREAS, the low bid of $342,804.84 was submitted by DLT Solutions, LLC in response to RFB# 8851-0-2019-JA;
WHEREAS, under the 3-yr renewal option, Engineering shall pay the entire amount in 2020 booking 1/3 to expense and the other 2/3 to Prepaid Expense. Then in each of the following years, 1/2 of the amount in Prepaid Expense shall be transferred to expense.
WHEREAS, under MGO 4.26(3) service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a Purchase of Services contract on behalf of the City for Autodesk licensing, subscription and support services agreement for Autodesk AutoCAD and Civil 3D design software with DLT Solutions, LLC for the purposes and at the prices described above, for a term of up to three (3) years.
