Fiscal Note
The proposed resolution approves an intergovernmental agreement for the Fire Department to participate in the Advanced Life Support (ALS) Program with five other jurisdictions in Dane County. The program provides for the delivery of ALS emergency medical services by the closest ALS ambulance. The City bills the applicable ambulance conveyance fee for runs associated with this program. Costs associated with the program are included in the Fire Department’s operating budget.

PREAMBLE

The City of Madison has participated in the advanced life support (ALS) program for several years. The existing advanced life support (ALS) expires on December 31, 2019. Current ALS Providers are:

· Town of Madison Fire Department
· City of Middleton EMS
· City of Madison Fire Department
· Fitch-Rona EMS
· Monona Fire/EMS
· Sun Prairie EMS


Dane County and the above EMS Services providers agree that it is in their respective and mutual interest to amend and extend this agreement. The City of Madison's participation, with other ALS Units in Dane County, provides for the delivery of ALS emergency medical services by the closest ALS ambulance. The closest ALS ambulance without regard to jurisdictional boundaries will provide the care when determined by the Priority Medical Dispatching System.

The term of this agreement is in effect from January 1, 2020 to December 31, 2020 and shall continue in full force from year to year for all parties unless at any time at least ninety (90) days before December 31 of any year, any Party furnished the other Parties with written notice of intent to terminate its participation in this agreement.

WHEREAS, the City agrees that it is in its mutual interests to participate in the Advance Life Support Program,
