A Resolution authorizing a $250,000 noncompetitive service contract for grant pass-through services with the Madison Metropolitan School District for implementation of a previously approved federal STOP School Violence and Mental Health Assessment grant.
Body
WHEREAS, on October 20, 2018, the Common Council approved a resolution (ID # 53404) to accept a 3 year U.S. Department of Justice FY2018 STOP School Violence Prevention and Mental Health Training Program grant award for $250,000; and,
WHEREAS, under the grant the Madison Police Department (MPD) is partnering with the Madison Metropolitan School District (MMSD) to implement a school-based Restorative Critical Response (RCR) within the six MMSD high schools, working together to develop a system-wide approach to responding to threats through training, system coordination, and implementation of the RCR model, which is based on respect, responsibility, and relationship-repairing focused on various levels of support; and,
WHEREAS, under MGO Sec. 4.26(4)(b) a service contract of $50,000 or more that was not competitively selected must be approved by the Common Council and must meet one of the exceptions in MGO Sec. 4.26(4)(b); and
WHEREAS, the exception of MGO Sec. 4.26(4)(a)4. has been met due to MMSD, an educational institution, providing the services under the contract; and
WHEREAS, MMSD will receive all $250,000 of the pass-through grant funds to implement the RCR in conjunction with MPD.
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk and Chief of Police are authorized to enter into a noncompetitive purchase of services contract for $250,000 with the Madison Metropolitan School District to implement the FY2018 STOP School Violence Preventio...
