Public Health-Madison and Dane County (PHMDC) is committed to increasing equity in breastfeeding in Dane County, and supporting pregnant women and families in their choice to breastfeed. In an effort to better connect the community and PHMDC clients with breastfeeding resources, PHMDC applied for and received funding from the Wisconsin Department of Health Services (DHS) Maternal and Child Health (MCH) block grant. This grant allows PHMDC to explore more nuanced approaches to providing coordinated breastfeeding services and support within our diverse communities.

In 2019, the MCH team worked to expand its “First Food Deserts” initiative, where areas of the county with a low density of public lactation spaces are identified and targeted for outreach. Part of the outreach is to offer supplies to establish physical lactation spaces. Due to team capacity, these outreach efforts are primarily conducted by MCH interns, who joined the MCH team in September 2019. As a result of the late start on outreach for 2019, the budget has an overage in the supplies line that would be better utilized in the consulting services line where pending MCH community partner requests could be fulfilled.

The transfer of funding within the MCH block grant will address the following grant objectives:
· Increase health equity within MCH objectives

NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County, authorizes the transfer of the amounts of the Wisconsin Department of Health Services 2019 Maternal and Child Health block grant as outlined, for the purpose of supporting community partner initiatives rather than lactation room supplies.
