Fiscal Note

The proposed resolution authorizes the Chief of Police to accept a public safety pass-through grant from the Wisconsin Department of Transportation for speed enforcement and extends a Wisconsin Department of Justice Internet Crimes Against Children (ICAC) grant through 2020 and amends the budgets accordingly.

The speed enforcement grant is a pass-through grant via the Dane County Sheriff’s Office and the City’s share is $65,000 over the period of October 1, 2019 through September 30, 2020. Required matching funds of $16,150 (25%) will be met through regular deployments of the department’s traffic safety enforcement team.

In 2016, the City received a Wisconsin Department of Justice (WDOJ) ICAC Task Force grant which was extended in 2017. WDOJ received another grant extension from the U.S. Department of Justice through 2020 and will continue to provide reimbursement to the Police Department for overtime which is directly related to ICAC enforcement activities and operations. The additional amount anticipated in 2020 from the extension is $7,800. There is no matching requirement with this grant.

Body

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic and this year has offered the Dane County Sheriff's Office funding for a speed enforcement task force grant with the Madison Police Department; and,

 

WHEREAS, the Department’s share of the grant funding is $65,000 and the grant project period goes through September 30, 2020; and,

 

WHEREAS, this initiative will enable safer conditions for travelers in an effort to decrease the number of crashes, deaths, and injury caused by speeding through enhanced enforcement in locations with a history of speeding violations and/or crashes; and the grant funds enable the Police Department’s Traffic and Specialized Services Section and the Dane County Sheriff’s Office to deploy officers for enhanced enforcement of speed laws and coordinate additional traffic enforcement activities that would otherwise not be provided; and,

 

WHEREAS, required matching funds of 25% are met through City and County straight time deployments of the two department’s regular traffic safety enforcement teams; and,

 

WHEREAS, on October 4, 2016, the Common Council approved 2016-2017 overtime funding from the Wisconsin Department of Justice Internet Crimes Against Children (ICAC) Task Force for conducting criminal investigative operations and to increase public awareness and prevention of ICAC offenses (File ID 44465); and,

 

WHEREAS, on November 21, 2017, the Common Council approved an extension of that same grant through December 31, 2019 (File ID 49313); and,

 

WHEREAS, the policy objectives for the ICAC Task Force Program are to: increase the investigative capabilities, including the effectiveness and efficiency, of law enforcement officers in the detection, investigation of qualifying offenses and the apprehension of offenders ; conduct proactive and reactive ICAC investigations; increase the number of ICAC (state and federal) offenses being prosecuted; create a multi-agency task force response to ICAC offenses; enhance the nationwide response to ICAC offenses; and develop and deliver ICAC public awareness and prevention programs; and

 

WHEREAS, WDOJ received a grant extension from the U.S. Department of Justice through 2020 and will continue to provide reimbursement to the MPD in 2020 for overtime which is incurred and is directly related to ICAC enforcement activities and operations, including search warrants and consent searches, “traveler” and child sex trafficking operations, arrest operations, and other undercover operations.

 

NOW THEREFORE BE IT RESOLVED that the Chief of Police is authorized to accept this Wisconsin Department of Transportation, Bureau of Transportation Safety public safety pass-through grants totaling $65,000 from the Dane County Sheriff's Office.

 

BE IT FURTHER RESOLVED, that the Police Department may receive an additional $7,800 and continue to receive Internet Crimes Against Children / Alicia's Law reimbursement overtime funding through December 31, 2020 from the Wisconsin Department of Justice.

 

BE IT FURTHER RESOLVED, that the Police Department’s 2019 Operating Budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the funders or pass-through agencies.

 

BE IT FINALLY RESOLVED that the Finance Director and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
