The proposed resolution authorizes a sublicense agreement with the Wisconsin Department of Transportation, for the ability to utilize Traffic and Criminal Software (TraCS) and the TraCS Location Tool (TLT). The Police Department has used this software since 2006. There is no cost to the City but the duration of the sublicense is automatically renewing and per MGO 4.26, contracts with a duration of more than 5 years must be authorized by the Common Council.

Body
WHEREAS, the City of Madison Police Department utilizes software supplied by the Wisconsin Department of Transportation called “Traffic and Criminal Software” or TraCS, for the issuance of uniform traffic citations, municipal citations, warnings, and the documentation of crashes throughout the City since 2006; and

WHEREAS, the TraCS software is integrated into the Madison Police Department’s operational workflow and interfaced with the Madison Police Department’s records management system, and

WHEREAS, the Madison Police Department hosts TraCS as a part of the regional records management consortium for twelve municipal law enforcement agencies within Dane County; and

WHEREAS, the Wisconsin Department of Transportation has a license for TraCS through the State of Iowa Department of Transportation and WisDOT sublicenses the software to the City through a sublicense agreement and WisDOT has asked the City to sign an updated version; and

WHEREAS, there is no cost to the City to use this software under this sublicense agreement, but the duration of the sublicense is automatically renewing and per MGO 4.26, contracts with a duration of more than 5 years must be authorized by the Common Council and signed by the Mayor and City Clerk;
