Revising the Integrated Pest Management Policy Review Task Force’s Governance Model and Extending Authorization to Revise the City’s Integrated Pest Management Policy

Body

WHEREAS, RES-18-00574, Legistar File 51224, “Creating a Task Force to review, analyze, and provide recommendations regarding the City’s Integrated Pest Management Policy” was enacted on July 24, 2018 and created the Integrated Pest Management Policy Review Task Force (“Task Force”); and,

 

WHEREAS, RES-19-00325, Legistar File 55076, “Accepting Recommendations from the Integrated Pest Management Policy Review Task Force and Extending its Authorization to Revise the City’s Current Policy” was enacted on April 22, 2019; and,

 

WHEREAS, per RES-18-00574, Task Force leadership and staffing was defined by specific committee roles and management; and

 

WHEREAS, per RES-19-00325, the Task Force was given a deadline of Spring 2020 to complete its work and issue its full report recommendations; and,

 

WHEREAS, the change in executive administration, roster expansion, and development of vacancies for key positions on the Task Force have created scheduling, meeting, leadership, and staff capacity issues; and,

 

WHEREAS, while the first three of the seven delegated actions were completed (listed below) by the Task Force in early 2019, a more realistic deadline to accomplish the full scope of the Task Force is October 2020:

                     Review available research on current IPM best practices

                     Solicit input from IPM experts

                     Review Current city department pesticide usage

                     Develop recommendations for revisions to the current IPM policy, and recommendations for City pesticide usage (not fully completed)

                     Solicit input on City policy recommendations from the community (not completed)

                     Develop best practices on pesticide use for city residents (not completed)

                     Develop recommendations for administrative support structure(s) for policy implementation and reporting (not completed); and

 

NOW, THEREFORE, BE IT RESOLVED, that leadership (Chair and Co-Chair) of the Task Force will be nominated and confirmed by Task Force members through a majority vote; and

 

BE IT FURTHER RESOLVED, that the IPM-PRTF roster be revised as such:

                     Madison Food Policy Council (1 representative)

                     Public Health Madison & Dane County (1 representative)

                     City of Madison Water Utility (1 representative)

                     Parks Division (1 representative)

                     Engineering Department (1 representative)

                     Committee on the Environment (1 representative)

                     Sustainable Madison Committee (1 representative)

                     Public Health Expert (1 representative)

                     Integrated Pest Management and/or Ecology expert(s) (1 representative)

                     CDA/Housing (1 representative)

                     Natural lands and landscapes management experts (3 representatives); and,

 

BE IT FINALLY RESOLVED, that the Common Council extend the deadline for completing the work of the Task Force, including revising the current and then implementing a new Integrated Pest Management Policy, to October 2020.
