Fiscal Note

The proposed resolution allocates an additional $30,000 from the Municipal Art Fund capital program toward the site-specific public art project authorized by Council adopted RES-18-00139. The increase in funding will account for a change in design, fabrication, and material costs associated with aluminum price fluctuations, bringing the total project funding to $70,000. Resolution (RES-18-00139) authorized the use of up to $40,000 in federal CDBG funds for the Parks Division to implement improvements to Eken and Pennsylvania Parks. The Municipal Art Fund capital program currently has remaining budget authority of approximately $205,000. No additional City appropriation is required.

Authorizing the Mayor and the City Clerk to amend a contract between the City of Madison and Raymond Chi for design, fabrication and installation of a site-specific public art feature for Pennsylvania Park.

Body

WHEREAS, on March 2, 2019, the Common Council authorized the Mayor and City Clerk to execute an agreement between the City of Madison and Raymond Chi to create a site-specific public art piece entitled the “People’s Pronouns” for Pennsylvania Park (RES-18-00139); and,

 

WHEREAS, in 2018, the City executed a contract with Raymond Chi for $40,000 for the People’s Pronouns project; and

 

WHEREAS, as stated in the contract, City staff worked with the artist, the Eken Park Neighborhood, and City Agencies to refine the design to meet City agencies’ design concerns, and to include a third pronoun “US” to the originally approved design for the “WE” and “OUR” pronouns; and

 

WHEREAS, revised fabrication and installation specifications for the complete project, as well as fluctuations in material costs has resulted in an increased overall cost.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes an additional $30,000 from the 2019 Municipal Art Fund for the project based on the revised design and installation estimate to include the third pronoun.

 

THEREFORE, BE IT FINALLY RESOLVED, that the Mayor and City Clerk are hereby authorized to amend the existing contract between the City of Madison and Raymond Chi for an additional $30,000, for a total of $70,000, for the design, fabrication and installation of a complete site-specific artwork for Pennsylvania Park entitled “The People’s Pronouns.”
