Fiscal Note
The proposed resolution amends the adopted 2019 Major Streets Capital Budget by authorizing a net-neutral transfer of existing budget authority across major programs within the Engineering-Major Streets budget. $1,000,000 of GO borrowing authority will be transferred from the various major programs to the McKenna/Park Edge Flood Mitigation project as follows: $220,000 from McKee Rd; $360,000 from Bridge Repair & Replacement; $370,000 from Railroad Crossings & Quiet Zones; and $50,000 from Reconstruction Streets.
Additionally, this resolution amends the adopted 2019 Stormwater Utility Capital Budget by authorizing a net-neutral transfer of existing budget authority across major programs within the Stormwater Utility budget. $630,000 of GO borrowing authority will be transferred from Stormwater Quality System Improvements to the McKenna/Park Edge Flood Mitigation project.

Title
Amending the 2019 capital budgets for Engineering-Major Streets and Stormwater Utility and Awarding Public Works Contract 9411, McKenna Boulevard Flood Mitigation (1st AD).
Body
WHEREAS, on August 20, 2018 the Westside of the City of Madison experienced a very significant rain event with rainfall amounts ranging from 5 to 10 inches which fell in approximately 6 hours; and
WHEREAS, this rain event resulted in significant flash flooding damages to portions of the City including the McKenna Boulevard area; and
WHEREAS, City Engineering has been working on flood solutions to the McKenna Boulevard drainage problem with the neighborhood since approximately July of 2016 and;
WHEREAS, City Engineering has worked with the neighborhood to arrive at the flood relief public works improvement project represented and bid under Contract 9411; and
WHEREAS, City Engineering received three (3) competitive bids for construction of the design solution agreed to with the neighborhood; and
WHEREAS, the resulting bids were approximately 1 million over budget; and
WHEREAS, a significant amount of the costs to construct this improvement involve the construction of a bridge equivalent span of box culverts;
NOW, THEREFORE, BE IT RESOLVED that:
1. The following low bids for miscellaneous improvements be accepted and that the Mayor and City Clerk be and are hereby authorized and directed to enter into a contract with the low bidder contained herein, subject to the Contractor's compliance with Section 39.02 of the Madison General Ordinances concerning compliance with the Affirmative Action provisions and subject to the Contractor's compliance with Section 33.07 of the Madison General Ordinances regarding Best Value Contracting.
2. The funds be encumbered to cover the cost of the projects contained herein. See attached document (Contract No. 9411) for itemization of bids.
3. The 2019 Engineering-Major Streets and Stormwater Utility Capital Budgets are amended according to the fiscal note to cover the costs associated with infrastructure improvement necessary to implement the flood mitigation project known as the McKenna Boulevard Flood Mitigation and to transfer unused funds in the Stormwater Utility Water Quality budget to Citywide Flood Mitigation thus allowing remaining 2019 flood mitigation projects to be bid and constructed.
