Fiscal Note
Under the terms of this contract, the Madison Metropolitan School District (MMSD) will reimburse the City for salary and benefit costs of the School Resource Officers (SROs) while working in that capacity. Year-to-date 2019, MMSD has been invoiced $152,900 for the 2018-2019 school year which fell under the previous contract. It is estimated that $213,700 will be invoiced for the remainder of 2019 under the new contract. MMSD will also pay the City $110 for four vehicles ($27.50 per vehicle) per week for each school year during the hours that the SRO is on duty. Revenues and expenditures associated with the 2019 portion of this new contract are included in the Police Department's 2019 Operating Budget (MUNIS account 31100-42310). Revenues and expenditures associated with the 2020 portion of this new contract will be included in the Police Department's 2020 Operating Budget request. Future years' budgets will need to include the applicable revenues and expenditures.

Authorizing the Mayor, Police Chief and the City Clerk to sign a contract with the Madison Metropolitan School District (MMSD) to provide School Resource Officers for the four MMSD high schools for a three-year term, beginning August 1, 2019 through June 15, 2022.
Body
WHEREAS, the Madison Metropolitan School District (MMSD) and the City have jointly determined that Community Based Policing via a School Resource Officer (SRO) Program is mutually beneficial; and,
WHEREAS, SRO duties include law enforcement, training of school staff, participation in school administration, and acting as an educational resource to students and parents; and,
WHEREAS, the City and MMSD had a contract for the placement of four full-time Madison Police Officers as SROs within the four MMSD high schools, through the previous school years; and,
WHEREAS, under the existing contract MMSD reimburses the City for salary and benefit costs as identified in the contract for services; and,
WHEREAS, the Police Department desires to enter into a contract for three years.
NOW, THEREFORE, BE IT RESOLVED that the Mayor, Police Chief and City Clerk are authorized to sign a contract with MMSD to provide School Resource Officers to the MMSD high schools for a three-year term, from August 1, 2019 to June 15, 2022.
