Dayton Street. (4th AD)

PREAMBLE

 

The University of Wisconsin-Madison (UW) Southeast Recreational Facility Replacement project is currently under construction at 715 W. Dayton Street. The project site is confined by W. Dayton Street to the north, East Campus Mall to the west, Kohl Center lawn to the east, and the LaBahn Arena to the south. Recent work related to the concrete pool wall did not meet the project design requirements and needs to be removed and reinstalled. In order to maintain the project schedule and meet the approved completion date, the project team is requesting to work two (2) 10-hour shifts per day for a duration of three (3) months. The additional shift does not allow for all construction activities of the project to take place during the normal working hours of 7:00 AM to 7:00 PM, Monday-Saturday, and 10:00 AM to 7:00 PM on Sundays. Work outside the normal hours is anticipated to take place between June 12, 2019 and August 16, 2019.

 

Madison General Ordinance (MGO) section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM, Monday-Saturday, and 10:00 AM to 7:00 PM on Sundays with the passage of a resolution and a hearing before the Board of Public Works. UW has requested the 10-day notification period prior to the Board of Public Works public hearing be waived since all occupied buildings within 300’ of the project boundary are owned by the Board of Regents.

 

The proposed activities beyond the ordinance hours may be as follows:

1.                     Concrete wall demolition with pneumatic tools, front loaders, excavators, skidsteers, dump trucks.

2.                     Sounds associated with backup alarms on construction equipment.

3.                     Installation of new concrete with concrete tools, redi-mix trucks, pumping equipment, skidsteers.

4.                     Construction vehicles accessing the site via public roadways. NOTE: trucks and/or equipment will not stage along W. Dayton Street, N. Francis Street or other local streets in front of, or within close proximity to residential housing during the variance period.

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM Monday-Saturday, and 7:00 PM - 10:00 AM on Sundays are hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances., and

 

BE IT FURTHER RESOLVED, that the construction activities outside the hours of 7:00 AM and 7:00 PM Monday-Saturday and 10:00 AM and 7:00 PM on Sundays are limited to those activities identified in this resolution and the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on August 17, 2019.
