Fiscal Note

The proposed resolution directs the Department of Transportation to conduct an electric scooter pilot study and report to the Common Council after the anticipated State of Wisconsin law is ratified to allow electric scooters to operate on public streets.

 

The existing personnel budget within the adopted 2019 operating budget for Traffic Engineering will absorb the work of the pilot study.  Traffic Engineering is researching a potential application fee for entities who apply to take part in this proposed study.

 

Title

Authorizing the City Department of Transportation to accept applications, select participants, and regulate an electric scooter pilot study once changes in state law allow electric scooters to park and operate on public streets, and directing the City Department of Transportation to submit electric scooter pilot study report to Council.

Body

WHEREAS, electric scooter technology is developing rapidly; and

 

WHEREAS, the City recognizes that electric scooters have the potential for causing disruption and hazards in the public right-of-way; and

 

WHEREAS, it is the intent of the City to prohibit electric scooters unless a pilot study can demonstrate their usefulness, effectiveness and safe operation; and

 

NOW, THEREFORE, BE IT RESOLVED, that the City Department of Transportation (City DOT) is directed to conduct an electric scooter pilot study, and,

 

BE IT FURTHER RESOLVED, that the City DOT shall accept applications, select applicants to be participants in the pilot study, and issue permits to those selected applicants for the pilot study, and,

 

BE IT FURTHER RESOLVED, that the City DOT shall develop the guidelines and regulations of the pilot program including a start date no sooner than allowed by state law and local ordinance and an end date, and

 

BE IT FURTHER RESOLVED, that the City DOT shall submit a final report on the results and effectiveness of electric scooters in the City after the conclusion of the pilot study.
