No City appropriation required. Employee Trust Funds recently moved, but did not change, applicable contract provisions from the contract between the State of Wisconsin Group Insurance Board and the group health insurance program’s participating health insurance providers into the updated local employer manual, Local Employer Health Insurance Standards, Guidelines and Administration Manual (ET-1144).

Authorizing the City to continue in the Wisconsin Public Employers (WPE) Group Health insurance program and agreeing to abide by the terms of the program as set forth in the Local Employer Health Insurance Standards, Guidelines and Administration Manual (ET-1144).

Body
WHEREAS, the City of Madison participates in the following health insurance program option for all eligible City employees and elected officials: Program Option 14: Local Deductible Plan without Dental; and
WHEREAS, all participants in the WPE Group Health Insurance program need to be enrolled in a program option. Individual employees cannot choose between program options; and
WHEREAS, the group health insurance program option is administered by Employee Trust Funds; and
WHEREAS, the City wishes to continue to participate in the program option in which we are currently enrolled. If we wish to elect a new program option for 2020, we will file a separate resolution to do so; and
WHEREAS, Employee Trust Funds recently fully updated and renamed the local employer health insurance reference tool, the local employer manual, to Local Employer Health Insurance Standards, Guidelines and Administration Manual (ET-1144); and
WHEREAS, Employee Trust Funds recently moved (but did not change) applicable contract provisions from the contract between the State of Wisconsin Group Insurance Board and the group health insurance program’s participating health insurance providers into this updated employer manual; and
