Fiscal Note

The proposed resolution authorizes accepting a donated plaque and installation funding from the University of Wisconsin - Madison for a plaque commemorating Elroy “Crazylegs” Hirsch. The 2019 Adopted Operating Budget will amended to accept donated funds up to $10,000 for the installation. No additional City appropriation is required.

Body

WHEREAS, Monroe Street, including the area bounded by Monroe Street, Regent Street, and Breese Terrace (“the Project”), underwent reconstruction by the City and was completed in November, 2018; and

 

WHEREAS, the Project included the permanent removal of the former “Crazylegs Lane” (a 190 foot long street that had connected Oakland Avenue with the Regent Street/Breese Terrace intersection), which had been named to commemorate the contributions of Elroy “Crazylegs” Hirsch to the University of Wisconsin-Madison; and

 

WHEREAS, the City desires to continue the commemoration of Mr. Hirsch, though the street named in his honor was removed; and

 

WHEREAS, the University of Wisconsin-Madison has suggested a 16 inch by 22 inch freestanding commemorative plaque, to include a picture of Mr. Hirsch and historical description of his role with the University, as a way to continue the commemoration of Mr. Hirsch; and

 

WHEREAS, City staff from the Engineering and Planning Divisions approved its installation on city land in the southwest corner of the plaza bounded by Regent Street, Monroe Street, and Breese Terrace, in the area currently designated as parcel 070922407014 at 1602 Monroe Street; and

 

WHEREAS, there had previously been informal expressions of interest from private parties to provide financial assistance in continuing the commemoration of Mr. Hirsch in the above-described area; and

 

WHEREAS, under MGO 4.29 a department head, with the approval of the mayor, can accept a gift to the City of up to $10,000 in value; and

 

WHEREAS, the plaque is expected to cost approximately $4,000, including installation, and the City Engineer and the Mayor approve of the acceptance of this gift should a donor offer to gift these items to the City;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison hereby accepts the donation of a plaque commemorating Elroy “Crazylegs” Hirsch and donation of funds to cover the fabrication and installation of the plaque on City property, subject to the following conditions:

 

1.                     The City, through the Planning and Engineering Divisions, in consultation with the Office of the City Attorney and Zoning Administrator, will choose and approve the final plaque contents, design, and location, consistent with applicable City ordinances.

2.                     The City will become the sole owner of the plaque and all installation hardware. 

3.                     The City may remove the plaque at its discretion.

4.                     The City is not obligated to repair any damage to the plaque or replace the plaque, regardless of whom or what caused the damage or necessitated the replacement

 

BE IT FURTHER RESOLVED, that the 2019 Adopted Operating Budget is amended to accept $10,000 in donations from the University of Wisconsin - Madison and increase purchased services expense authority by $10,000 in the Engineering Division - Engineering and Administration.
