Amending the Master List of Street Names and Designations and amending the City Engineer's Street Numbering Map, referred to in Sections 10.34(2) and 10.34(4), Madison General Ordinances by changing the name of a portion of Stratton Way lying west of Snowmist Trl / Snowcap Trl to Wellness Way and officially naming the east - west portion of a Public Easement for Road Purposes within Lot 1 of CSM 12283 to Wellness Way and the north - south portion of said Easement to Meriter Way. (7th AD)

WHEREAS, the Common Council, by Resolution No. 12,459, adopted March 9, 1967, has approved a master list of existing street names and designations for all purposes; and
WHEREAS, Sections 10.34(2) and 10.34(4), Madison General Ordinances, require the City Engineer to maintain certain street numbering records, maps and databases; and
WHEREAS, Certified Survey Map No. 12283 (CSM 12283) was conditionally approved by the City of Madison Common Council by Enactment Number RES-07-00758, File I.D. Number 06866, as adopted on the 17th of July, 2007. CSM 12283 was subsequently recorded upon the satisfaction of the conditions of approval on the 16th of October, 2007 in Volume 76 of Certified Survey Maps on pages 99 - 102, as Document Number 4366425, Dane County Register of Deeds.; and
WHEREAS, said CSM 12283 granted, as a required condition of approval, an un-named 66’ wide Public Easement for Road Purposes having an East - West easement area crossing the entirely of Lot 1 of CSM 12283 and a North - South area extending from the north end of Meriter Way to the intersection with the said East - West portion. The easement granted as shown on attached Exhibit A and made part of this resolution; and
WHEREAS, the plat of Ice Age Falls Subdivision approved by the City of Madison Common Council by Enactment Number 59841, File I.D. Number 32600, as adopted on the 1st of October, 2002 and subsequently recorded upon the satisfaction of the conditions of approval on the 31st of March, 2003 in Volume 58-019B of Plats, pages 98-103 as Document No. 3680382, Dane County Register of Deeds, provided for the naming of a portion of Stratton Way lying between Snowmist Trail / Snowcap Trail and the west plat boundary as shown on a copy of the plat attached hereto as Exhibit B and made part of this resolution; and
WHEREAS, no addresses for any parcels or buildings have been assigned to, nor has the street been constructed within the portion of Stratton Way lying between Snowmist Trail / Snowcap Trail and the west plat boundary of Ice Age Falls Subdivision; and
WHEREAS, Wellness Way lying westerly and adjacent to the said Public Easement for Road Purposes (being immediately west of Lot 1 of CSM 12283) was conveyed to the City of Madison per Award of Compensation by the City of Madison, Document No. 5338796, being Parcel 25 of transportation Project Plat 5992-09-81-4.0, Document No. 5298228, Dane County Register of Deeds. A copy of the Transportation Plat is attached hereto as Exhibit C and made part of this resolution; and
WHEREAS, the City of Madison Plan Commission has approved a Conditional Use for an addition to a building within said Lot 1 of said CSM 12283 on October 15, 2018, File ID Number 52759, Accela ID: LNDUSE-2018-00094. Two of the conditions of the approval require the realignment of the Public Easement for Road Purposes and the construction of an entrance connecting the site improvements to the newly constructed street improvements within the Public Easement For Road Purposes lying in the southwesterly corner of said Lot 1; and
WHEREAS, upon completion of construction, the new required entrance requires an address change for the site and the connection will be to an officially un-named road within the Public Easement for Road Purposes; and
WHEREAS, an amendment to the Public Easement for Road Purposes has been recorded as Document No. 5474794, Dane County Register of Deeds.; and
WHEREAS, the City of Madison Engineering Division recommends the approval of: 1) The renaming the portion of Stratton Way lying between Snowmist Trail / Snowcap Trail and the west plat boundary of Ice Age Falls Subdivision to Wellness Way. 2) The naming of the east-west portion of the Public Easement for Road Purposes within CSM 12283 to Wellness Way. 3) The naming of the north-south portion of the Public Easement for Road Purposes within CSM 12283 to Meriter Way. All as shown on attached Exhibit D and made part of this resolution; and
WHEREAS, City of Madison Engineering Division regards the above street names and street name changes as conforming to current City street name and number policy, therefore recommending approval of said street names.
NOW THEREFORE BE IT RESOLVED, by approving this resolution, the City of Madison Common Council hereby approves: 1) The renaming the portion of Stratton Way lying between Snowmist Trail / Snowcap Trail and the west plat boundary of Ice Age Falls Subdivision to Wellness Way. 2) The naming of the east-west portion of the Public Easement for Road Purposes within CSM 12283 to Wellness Way. 3) The naming of the north-south portion of the Public Easement for Road Purposes within CSM 12283 to Meriter Way. All street names being as shown on attached Exhibit D.
NOW THEREFORE BE IT FUTHER RESOLVED, upon approval and adoption of the street names and street name change that the City Assessor’s Office and City Engineer’s Office be permitted to change any required Address-Parcel-Owner data in the City’s databases and mapping data as required to complete this street name change.
