Title
Accepting Recommendations from the Integrated Pest Management Policy Review Task Force and Extending its Authorization to Revise the City’s Current Policy.
Body
WHEREAS, RES-18-00574, Legistar File 51224, “Creating a Task Force to review, analyze, and provide recommendations regarding the City’s Integrated Pest Management Policy” was adopted on July 24, 2018; and,
WHEREAS, the Task Force was given a deadline to complete its work and report its recommendations; and,
WHEREAS, the legislative establishment process, increasing complexity of work scope, and the need to expand Task Force representation and public participation make it clear that current recommendations within the report are a first step requiring extended legislative authority; and,
WHEREAS, after consultation with key City Agencies who perform substantial pest management functions, including facilities and land management functions within the City of Madison, those agencies believe that the IPM-PRTF, with additions to the current membership, is the entity to revise current Integrated Pest Management Policy; and,
WHEREAS, while the first three of the seven actions listed below have been completed by the Task Force, additional time and process will be required to address the remaining four, and a more realistic deadline to accomplish the full scope of the Task Force is the Spring of 2020:
• Review available research on current IPM best practices
• Solicit input from IPM experts
• Review Current city department pesticide usage
• Develop recommendations for revisions to the current IPM policy, and recommendations for City pesticide usage
• Solicit input on City policy recommendations from the community (not completed)
• Develop best practices on pesticide use for city residents (not completed)
• Develop recommendations for administrative support structure(s) for policy implementation and reporting (not completed),
NOW, THEREFORE, BE IT RESOLVED, that the Common Council accept this report from the IPM-PRTF pursuant to 18-00574; and,
BE IT FURTHER RESOLVED, that the IPM-PRTF roster be revised as such:
• Adding one (1) representative from CDA/Housing
• Adding up to three (3) positions for experts on land management in natural and landscapes areas; and,
BE IT FURTHER RESOLVED, that the Task Force be allowed to continue meeting during the process of adding members; and,
BE IT FINALLY RESOLVED, that the Common Council extend the original deadline for completing the work of the Task Force to Spring 2020.
