The proposed resolution authorizes execution of amended agreements for the design and construction for the University Avenue - Shorewood Blvd. to University Bay Dr. reconstruction project. Funding for the project included in the adopted 2019 capital improvement plan (CIP) for Engineering Major Streets with a scheduled project construction year of 2021. The total project cost is estimated to be $24,075,000 with a federal share of $12,710,000 and local share of $11,365,000. The local share includes $3,329,000 funded by the Village of Shorewood Hills and $8,036,000 funded by the City of Madison with GO Borrowing and associated utility components. The proposed agreement amounts will be reflected in the project budget for University Avenue in future annual capital budgets for Engineering Major Streets.

PREAMBLE

The City is proposing to reconstruct University Avenue from Shorewood Blvd. to University Bay Dr. in 2021. The City has hired KL Engineering to prepare plans and specifications and has entered into agreements with the Village of Shorewood Hills and Wisconsin Department of Transportation for design cost sharing. Amended agreements are required to include construction costs. The project will be managed by the Wisconsin Department of Transportation (WisDOT). The basis for cost sharing participation is as follows:

1) Design Engineering: All design-engineering costs are 100% local funding (City of Madison and Village of Shorewood Hills)
2) Participating Construction: costs are 57% federal funding and 43% local funding (includes roadway work)
3) Non-Participating Construction: costs are 100% local funding (includes local utility work)
