Fiscal Note
The proposed resolution authorizes the application for the WDNR invasive species management grant and amends the adopted 2019 Stormwater Utility operating budget to accept the grant award in the amount of $7,500.

The grant offers a maximum award of $20,000 in matching funds over the proceeding five (5) year period (2019-2023) and provides matching funds to City Engineering at a 75% matching rate. Engineering has $10,000 budgeted in the 2019 Stormwater Utility Operating Budget for Knotweed control. It is anticipated that the Stormwater Utility will continue this funding schedule in future annual budgets. Acceptance of this grant will increase funding to support for the removal Japanese Knotweed.

The anticipated WDNR grant award for the 2019 fiscal year is $7,500. Grant funding for out-years will be included in future annual Stormwater Operating budgets.

WHEREAS, City Engineering has for the last several years been working to remove the invasive species known as Japanese Knotweed from lands under its control; and

WHEREAS, WDNR staff reached out to Engineering staff to encourage us to apply for a grant to accept additional funds to assist us in our control efforts; and

WHEREAS, Japanese Knotweed is extremely difficult to control and spreads rapidly by seed, and rhizome; and

NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to apply for and accept a WDNR invasives management grant and directing Engineering to manage the grant funds; and
