Fiscal Note

The 2019 Adopted Budget approved transferring the City’s treasury function from a standalone agency to a service within the Finance Department. Under this newly approved structure, the duties previously performed by the City Treasurer will now be performed by the Finance Director Department.  The responsibilities of the City Treasurer will be performed by through a newly created Treasury and Revenue Manager that will report to the Finance Director. There is no fiscal impact associated with this change.

DRAFTER'S ANALYSIS:  A number of cities in Wisconsin have eliminated the position of City Treasurer and moved the duties to the Finance Department.  This ordinance, combined with Legistar No. 54147, does this for Madison. The separate position of City Treasurer is eliminated, and all duties are assigned to the Finance Director Department.  In separate legislative acts, a new civil service position of Treasury and Revenue Manager is created, to report to the Finance Director.  The Finance Director is required to adopt the necessary internal controls to meet audit standards.  These changes are effective July 1, 2019.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     1.                     Subsection (7) entitled “Finance Director to be Manage City Treasurer Functions” of Section 4.01 entitled “Finance Director” of the Madison General Ordinances is created to read as follows:

 

“(7)                      Finance Director to Manage City Treasurer Functions.  In addition to any other duties and responsibilities, the Finance Director shall be manage the City Treasurer functions and shall assure that those functions are faithfully performed within the Finance Department, including all duties and responsibilities assigned to the Treasurer by state law or city ordinance. The Finance Director shall hire the employee who operates as Treasury and Revenue Manager, and the employee shall report directly to the Finance Director.  The Finance Director shall establish adequate internal controls to ensure the separation of duties related to revenue collection and expenditure and such controls shall meet the standards established by the City’s auditor.”

                     

                     2.                     Subdivision (b) entitled “Positions” of Subsection (9) entitled “Compensation of Managerial Employees” of Section 3.54 entitled “Compensation Plan” of the Madison General Ordinances is amended by amending herein the following:

 

“(b)                     Positions. This subsection shall apply to the following positions:

                     

City Treasurer

 

                     2.                     The City Attorney is directed to make corresponding changes to other City ordinances to revise references to City Treasurer to “Finance Director, acting as the “City Treasurer as lodged within the Finance Department and reporting to the Finance Department,” except Sections 3.055 and 3.54(9)(b), to make consistent with this ordinance.

 

                     3.                     This Ordinance is effective July 1, 2019.
