Fiscal Note

The proposed resolution amends the 2019 Metro Capital Budget to add $76,000 of GO Borrowing to the Transit System Upgrades program to purchase three (3) GFI Fast Fare Meters from Genfare for $34,000 and three (3) V8 Radio Systems from Trapeze Software Group, Inc. for $42,000.

 

Three existing Metro buses will be retained instead of retired at the time of the annual bus replacement purchases in 2019 and directed for service to Sun Prairie. In order to accomodate this increase in service level Metro needs additional radio and fare meter equipment as outlined in this resolution to equip the busses providing service to Sun Prairie.

 

Metro Transit is working with the City of Sun Prairie on a partner agreement to finalize expanded service. A separate resolution will be submitted at the time an agreement is finalized in 2019, along with any operating budget adjustments necessary to accommodate that service agreement. It is anticipated that the City of Sun Prairie will fund the operating costs of expanded service.

 

The radio and meter equipment proposed for purchase via this resolution is being submitted by Metro Transit in advance of the finalized agreement to account for lead time anticipated for ordering, delivery, and installation of the equipment. Metro Transit plans to have the equipment installed on the three buses so that at the time the agreement with Sun Prairie is finalized the buses will be operable.

Body

The City of Madison, in support of making public transit more regional and serving more partners in surrounding communities, seeks to maximize opportunities to use resources to provide additional transit service. Metro Transit and the City of Sun Prairie worked together to find routes for transit service between the two cities to benefit residents and businesses in both locations. Metro Transit needs to acquire equipment for buses they will be retaining to service these routes.

WHEREAS, there are mutual benefits to the Cities of Madison and Sun Prairie in Metro Transit providing transit service to the City of Sun Prairie; and,

 

WHEREAS, the City of Sun Prairie has approached Metro Transit to provide transit services; and,

 

WHEREAS, it is anticipated that a partner agreement for bus service between Sun Prairie and the City of Madison Metro Transit will be finalized in 2019; and,

 

WHEREAS, when the agreement for service and costs is finalized there will be a separate resolution containing the agreement and any necessary operating budget adjustments for the expanded service; and

 

WHEREAS, Metro Transit will retain three existing buses for the expanded service to Sun Prairie and the three buses will need meter and radio equipment; and


WHEREAS, Metro Transit desires to order the equipment in advance of finalization of the partner agreement with Sun Prairie to accommodate lead time for purchase, delivery, and installation of the equipment; and

 

WHEREAS, the Metro Transit capital program for Transit System Upgrades does not have available funding for the equipment,

 

NOW, THEREFORE, BE IT RESOLVED, that the 2019 Transit Utility Capital Budget be amended to add $76,000 of GO Borrowing to purchase three (3) GFI Fast Fare Meters from Genfare, a Division of SPX Corporation at approximately $34,000 and three (3) V8 Radio Systems from Trapeze Software Group, Inc.at approximately $42,000 via the Transit System Upgrades capital program.
