Amending the Master List of Street Names and Designations and amending the City Engineer's Street Numbering Map, referred to in Sections 10.34(2) and 10.34(4), Madison General Ordinances by changing the name of Packers Avenue Service Road to Oscar Avenue beginning at Commercial Avenue and progressing northerly 1460 feet, more or less, to its terminus at the end of a culdesac. (12th AD)

WHEREAS, the Common Council, by Resolution No. 12,459, adopted on March 9, 1967, has approved a master list of existing street names and designations for all purposes; and
WHEREAS, the Common Council, by Ordinance ORD-07-00030, File ID 04160, on February 27, 2007 repealed Sections 10.34 and 10.35 and recreated Section 10.34 of the Madison General Ordinances to establish standards for street names and addresses; and
WHEREAS, Sections 10.34(2) and 10.34(4), Madison General Ordinances, require the City Engineer to maintain certain street numbering records, maps and databases; and
WHEREAS, Packers Avenue Service Road was originally Packers Avenue prior to the relocation of Packers Avenue further to the east circa 1967; and
WHEREAS, the Common Council on May 22nd, 1967, approved Ordinance No. 2299, File No. 5055-49, providing all that portion of a relocated street constructed from Packers Avenue south of Schlimgen Avenue to Pennsylvania Avenue be named Packers Avenue. Thus the remaining portion of former Packers Avenue, after the relocation of Packers Avenue to the east, became commonly mapped and referenced as Packers Avenue Service Road. The location of said Packers Avenue Service Road being as shown on Exhibit A, attached hereto and made part of this resolution; and
WHEREAS, the Common Council on July 27, 1967, approved Resolution No. 12,943, File No. 4600-75 vacating a portion of Mayer Avenue originally dedicated by the plat of Woodland (originally platted as Packers Avenue) lying between the current Packers Avenue Service Road and Packers Avenue; and
WHEREAS, upon the vacation of that portion of Mayer Avenue, the former Oscar Mayer Plant parcel no longer abutted Mayer Avenue, yet the Oscar Mayer Plant Parcel (Parcel No. 251/0810-313-0101-3), hereinafter referred to as the Plant Parcel, retained an address of 910 Mayer Avenue; and
WHEREAS, per Section 10.34(2) Madison General Ordinances, commercial buildings shall take their address off the street from which they gain primary access and primary fire apparatus access to the property; and
WHEREAS, Section 10.34(4)(a), Madison General Ordinances, street names are prohibited from duplicating street names within the City of Madison municipal limits or street names within the surrounding areas; and
WHEREAS, the said Plant Parcel address does not conform with the City of Madison Ordinances for street addressing and Packers Avenue Service Road is considered a duplication of Packers Avenue; and
WHEREAS, no addresses are currently assigned to the current Packers Avenue Service Road; and
WHEREAS, the City of Madison Engineering Division has coordinated the change of name with the owner of the Plant Parcel and the Owner has requested new building addresses in conjunction with the redevelopment of the Plant parcel; and
WHEREAS, the City of Madison Engineering Division determined the proposed name change is in conformance with the said policy and supports the name change of Packers Avenue Service Road to Oscar Avenue.
NOW THEREFORE BE IT RESOLVED, by approving this resolution, the City of Madison Common Council hereby approves the street name change of Packers Avenue Service Road to Oscar Avenue. This name change beginning at the intersection with Commercial Avenue at the southerly end and progressing northerly 1460 feet, more or less, to its terminus at the end of an existing culdesac, as shown an noted on attached Exhibit A.
NOW THEREFORE BE IT FUTHER RESOLVED, upon approval and adoption of the street name change that the City Assessor’s Office and City Engineer’s Office be permitted to change any required Address-Parcel-Owner data in the City’s databases and mapping data as required to complete this street name change.
NOW THEREFORE BE IT FURTHER RESOLVED, that one (2) total, public street signage changes are required as a result of approval of this resolution and will be completed by the City of Madison Traffic Engineering Division at the intersection of Commercial Avenue and Oscar Avenue and also at the intersection of Myrtle Street and Oscar Avenue.
