A Resolution authorizing the Director of Public Health Madison and Dane County to sign a non-competitive service contract with The Safe Community Coalition of Madison and Dane County, Inc. for a drug poisoning and opioid harm reduction initiative.
Body
WHEREAS, in 2011 Public Health-Madison and Dane County (PHMDC) was requested by both the Common Council and the Dane County Board of Supervisors to work with partners to develop a poisoning/opiates initiative; and

WHEREAS, Safe Community Coalition of Madison and Dane County, Inc. (“Safe Communities”) was selected for this work beginning in 2012 and such work has included coordinating a summit (Stop the Opioid Overdose Epidemic), mobilizing partners for the Health Care Task Force on Safe Opioid Prescribing and the Parent Addiction Network; and

WHEREAS, Safe Communities has continued to perform such work (2017 Stop the Opioid Overdose Epidemic Summit, continuation of the Health Care Task Force on Safe Opioid Prescribing, quarterly Naloxone trainings for families with the AIDS Resource Center WI, ) under contract with PHMDC each year since 2012 with funding in PHMDC’s operating budget approved by both the City and County and for the 2019 contract will continue such work; and

WHEREAS, PHMDC is required to follow City of Madison purchasing procedures, and under MGO 4.26, a service contract of $50,000 or more that is not competitively selected must meet one or more exceptions under MGO 4.26(4)(a) and be approved by the Common Council; and
