BOH Resolution #2019-01 Authorization to Accept Funds from the Wisconsin Department of Health Services to Enhance Public Health Preparedness and Response to the Opioid Epidemic.

In 2018, Public Health - Madison and Dane County (PHMDC) applied for and was selected to receive $20,000 from the WI Department of Health Services (DHS) to strengthen public health preparedness and response around the ongoing opioid overdose epidemic in Wisconsin. With this funding, PHMDC in partnership with Dane County Emergency Medical Services (EMS), plan to implement ODMAP across the County. ODMAP will provide an accessible, real-time database to track and identify opioid overdoses. Grant funding will allow for the linkage between Dane County’s EMS ImageTrend system and ODMAP, eliminating a request for first responders to add any work into their current procedures. Additionally, PHMDC will build an Overdose Spike Alert System to communicate quickly harm reduction messages and resource links to the community when detecting a spike. PHMDC will facilitate a Racial Equity and Social Justice analysis to examine the components of the Overdose Spike Alert System and identify any unintended consequences before implementation. The final component of PHMDC’s project will be to conduct outreach and education around ODMAP, the Overdose Spike Alert System, and naloxone programs available.
Funding concludes August 31, 2019, and PHMDC is requesting approval to accept the $20,000 in grant funding to implement ODMAP in Dane County.
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison on behalf of Public Health-Madison and Dane County, authorizes the Director of Public Health, or their designee, to enter into an agreement with the Wisconsin Department of Health Services to enhance public health preparedness and response to the opioid epidemic in Dane County and to accept funding outlined in the agreement.
