Fiscal Note
The proposed resolution authorizes the 2019 awards for the Emerging Opportunities Program (EOP). The 2019 Adopted Operating Budget includes $150,000 for the continuation of the program that began in 2013. Through the RFP process, CDD received 20 applications totaling $334,744. The proposed awards provide grants to 10 organizations with a median grant award of $14,700.

SUBSTITUTE: Approving the provision of up to $150,000 in 2019 Emerging Opportunities Program (EOP) funds to specified organizations and authorizing the Mayor and the City Clerk to enter into agreements with those organizations to implement the designated projects.
Body
WHEREAS, the City’s adopted 2019 Operating Budget included $150,000 in the Community Development Division budget for program expenditures for EOP-funded Community Agency Contracts; and
WHEREAS, the CD Division issued a 2019 Request for Proposals solicitation with an application due date of October 16, 2018 that specifically highlighted positive youth development programs and also invited proposals that would address organizational development needs; and,
WHEREAS, the Division received 20 proposals in response to the RFP making requests totaling $334,744; and
WHEREAS, the Community Development Division Conference Committee reviewed the 20 proposals and, at its meeting on December 3, 2018, developed the following recommended allocation plan to utilize EOP funds:
Center for Resilient Cities Inc. as fiscal agent for Kipp’s Cuisine: up to $11,416 for “Creative Cooking with Chef Kipp” program that will expose low and moderate income youth on the south side of Madison to the knowledge and skills needed to work in the food industry. Program participants will also be introduced to basic gardening skills taught by the Badger Rock Farmer-in-Residence.
