Fiscal Note

The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for the reconstruction of the S. Blair Street/John Nolen Drive Intersection.  Funding is included in the 2019 adopted capital budget and CIP within the Engineering Major Streets-Blair/John Nolen Intersection project. Total project cost is estimated to be $2,374,000 which includes $2,119,890 of federal funds and $254,150 of GO Borrowing with construction planned for 2021.  The federal funds have been secured through the Highway Safety Improvement Program (HSIP).

PREAMBLE

 

The City of Madison Engineering Division is proposing to reconstruct the S. Blair Street/John Nolen Drive intersection in 2021.  The City applied for and received Highway Safety Improvement Program (HSIP) construction funding.  The City is responsible for 100% of the design engineering costs(including State oversight) and city utility construction costs.

 

The agreement requires that the City indemnify the State of Wisconsin Department of Transportation.  City APM 1-1 requires Common Council Approval whenever the City indemnifies another party. 

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for construction cost sharing, plan development and State design review costs for the S. Blair Street/John Nolen Drive Intersection project.

 

BE IT FURTHER RESOLVED, that the Common Council approves indemnification of the State of Wisconsin Department of Transportation as set forth in the agreement in order to use federal funds for the S. Blair Street/John Nolen Drive Intersection project.
