Fiscal Note

The proposed resolution authorizes the acceptance of up to $60,000 over two years from Wisconsin Department of Justice to allocate additional resources to the Dane County Narcotics Task Force for conducting heroin and opiate investigations and amends the 2019 Police Operating Budget accordingly. The grant funds overtime wages and benefits. There is no City matching requirement and no impact on the levy.

SUBSTITUTE - Amending the Police Department’s 2019 Operating Budget and authorizing the Chief of Police to accept up to $30,000 annually for two years in overtime funds from the Wisconsin Department of Justice to allocate additional resources to the Dane County Narcotics Task Force for conducting heroin and opiate investigations; and amend budgets accordingly.

 

Body

WHEREAS, the Wisconsin Department of Justice (WDOJ) has been awarded a federal COPS Office Anti-Heroin Task Force program grant for $2.5 million to allocate additional resources for local Multi-Jurisdictional Drug Task Forces for reimbursement of overtime hours spent on conducting heroin and opiate investigations; and,

 

WHEREAS, WDOJ wishes to make a subaward to the Dane County Narcotics Task Force of $30,000 annually for 2019 and 2020; and

 

WHEREAS, eligible Task Force members include the Madison Police Department, Dane County Sherriff’s Office and University of Wisconsin-Madison Police Department; and,

 

WHEREAS, Police Department officers on the Task Force will be eligible for up to $60,000 in overtime funds over two years for these heroin, fentanyl and other opiates investigations.

 

NOW, THEREFORE, BE IT RESOLVED, that the Chief of Police is authorized to accept this COPS Office Anti-Heroin Task Force subaward of up to $60,000 from WDOJ through the Dane County Narcotics Task Force, including any budget modifications approved by WDOJ.

 

BE IT FURTHER RESOLVED, that Police Department’s 2019 Operating Budget is amended to appropriate any grant funds received are appropriated to the Police Department to be used for the purposes of the grant.

 

BE IT FINALLY RESOLVED, that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the overtime funds.
