Public Health-Madison and Dane County (PHMDC) receives the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Program Grant annually from the WI Department of Health Services originating from the United States Department of Agriculture. The WIC Grant works to improve the health of women, infants and children who may be nutritionally at risk by providing healthy foods, health information, and referrals to health care.

During the budget year, the WIC Grant is adjusted according to caseload. In 2018, WIC clinics across the country have seen a reduction in caseload, including in Madison and Dane County. As a result, the PHMDC WIC Grant was reduced $51,182 from budgeted levels. To offset the WIC revenue reductions, PHMDC is requesting a transfer of $51,182 from fund balance to support WIC expenses distributed across the budget lines listed below.

In addition to the budget reduction, the Wisconsin State WIC Office issued revised payment guidance for interpreters at local agencies. The State WIC Office will now cover interpreter payments for an approved set of interpreters and will not cover staff time used for interpreting appointments. This information is reflected in the budget adjustments proposed below.

NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County, authorizes the transfer of fund balance in the amount of $51,182 to support expenses related to the a Special Supplemental Nutrition Program for Women, Infants, and Children Program as outlined.
