The proposed resolution approves plans and specifications and authorizes the City Engineer to advertise and receive bids for the commercial space, parking structure and transfer slab above the Judge Doyle Garage (the Podium) on Block 88. The estimated cost of this project is $11,000,000. Funding is available in the Judge Doyle project (Munis 13115).

PREAMBLE


This Resolution is for the construction of the Podium on top of the Judge Doyle Garage on Block 88, which the Common Council authorized in Resolution 18-00403 on June 5, 2018. When the City’s development partner could not move forward with the Podium element of the project, the Common Council authorized that the Podium be built by the City. To coordinate the completion of the municipal garage, as well as the new Podium element above, construction activities have been grouped in the existing contract and the new Podium contract to achieve the most efficient combined project. This Resolution would authorize the following actions:

 

1)                     Approval of the change order and plans/specs for Judge Doyle Garage Contract 7952 to include the Podium structure with an engineering estimate of $3.722M (includes 8% contingency) (includes a contract extension from 11/30/2018 to 8/30/2019) for the structural concrete frame of the above grade levels (The current Judge Doyle Garage Contract 7952 provides only for the below grade levels of the municipal garage);

 

2)                     Approval of plans/specs for a new Podium Contract 8290 (new public works contract for the skin and finishes of the Podium) with an engineering estimate of $6.678M (includes 8% contingency); and

 

3)                     Authorization for the Board of Public Works to advertise and receive bids for the Judge Doyle Podium Contract 8290.

BE IT RESOLVED,

 

1)                     That the plans and specifications for the commercial space, parking structure and transfer slab above the Judge Doyle Square Garage are hereby approved.

 

2)                     That change order number 9 to contract 7952, the Judge Doyle Square Parking Garage, is hereby approved.

 

3)                     That the Board of Public Works is hereby authorized to advertise and receive bids for the portions of the project not included in the change order.

 

4)                     That the City Engineer and Finance Director are hereby authorized to obtain all Furnishings, Fixtures, Equipment and Materials necessary for the Project in accordance with City Purchasing Policy.

 

5)                     That the Mayor and City Clerk are hereby authorized to execute easement and lease documents necessary for the Project in accordance with MGO Ordinances and City Policy, on a form and in a manner that has been approved by the City Attorney and Risk Manager.

 

6)                     That the City Engineer and Finance Director are hereby authorized to obtain and the Mayor and City Clerk are hereby authorized to execute any documents required for remediation, testing, inspection and consulting services as necessary for the Project in accordance with MGO Ordinances and City Policy, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
