The proposed resolution authorizes the agreement for design engineering services for Autumn Ridge Path a total estimated cost of $235,000. The adopted 2018 capital budget proovides $135,000 of GO Borrowing for the project design via the Bikeways Program for Engineering Bicylcle and Pedesrtrian. The remaining $100,000 of GO Borrowing is included in the 2019 Executive Capital Budget for Engineering-Bicycle and Pedestrian. (MUNIS 11859)

PREAMBLE

The City of Madison Engineering Division is proposing a new pedestrian & bicycle path, called the Autumn Ridge Path along the north east side of the City, generally located in the area bound by Highway 30, Highway 51, Thompson Dr and Milwaukee St. The Autumn Ridge Path includes a new path from the intersection of Portland Parkway and Milwaukee Street through Heistand Park, Swanton Acres Plat and across Hwy 30 on a new pedestrian/bicycle bridge. The City of Madison Engineering Division plans to apply for Federal Funds from the Wisconsin Department of Transportation (WisDOT) Transportation Alternatives Program (TAP) to assist with construction funding for the project.

This will be a multi-year design project (2018-2019) and construction is tentatively scheduled for 2025.

The City Engineer has advertised for consultant design services. The consultant’s services will include the completion of Preliminary Plans and the Environmental Report, and Final Plans & Specifications.

Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to Short Elliott Hendrickson Inc.

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with Short Elliott Hendrickson ...
