Repealing Section 3.17(18) of the Madison General Ordinances to eliminate the CDA Housing Operations Subcommittee.

DRAFTER'S ANALYSIS: The Community Development Authority of the City of Madison (CDA) approved an amendment to its bylaws in 2018 (CDA Resolution 4268), which, in part, eliminated the CDA Housing Operations Subcommittee, and replaced its duties with the Resident Advisory Board (RAB). The RAB is required by the Department of Housing and Urban Development, making the work of the Housing Operations Subcommittee redundant.

The Common Council of the City of Madison do hereby ordain as follows:
Subsection (18) entitled “CDA Housing Operations Subcommittee” of Section 3.17 entitled “Community Development Authority” of the Madison General Ordinances is hereby repealed.
EDITOR’S NOTE:
Section 3.17(18) currently reads as follows:
"(18) CDA Housing Operations Subcommittee. The CDA Housing Operations Subcommittee shall consist of the following seven (7) members appointed by the Chair of the Community Development Authority Board: One (1) CDA commissioner; two (2) former or current residents of CDA housing or participants in the CDA Housing Choice Voucher (Section 8) Program, one of whom may be a CDA Commissioner; two (2) resident members, either or both of whom may be a CDA Commissioner; one (1) case manager; and one (1) landlord representative. This subcommittee shall review policy and programs specifically related to housing operations.”
