Fiscal Note

The proposed resolution authorizes the Planning Division Director to sign a grant agreement with the Madison Community Foundation accepting $20,000 in funding for the Phoenix from the Ashes art project. Fifteen thousand dollars ($15,000) will be distributed as 10 grants, $1,500 each, to selected artists and the remaining $5,000 will be used for an intern and other administrative costs associated with the project. Adopted RES-18-00391 (File 51382) authorized acceptance of these funds and amending the 2018 Adopted Operating Budget. No additional appropriation is required.

Body

WHEREAS, on May 15, 2018, the Madison Common Council approved Resolution File Number 51382, Enactment Number RES-18-00391 authorizing the Planning Division, on behalf of the City of Madison, to accept funds not to exceed $20,000 from the Madison Community Foundation to facilitate Phoenix from the Ashes, a grant program for Madison area artists using ash wood, and amending the Planning Division’s 2018 Adopted Operating Budget to appropriate these funds in revenue and corresponding expenditures: and

 

WHEREAS, the Madison Arts Commission posted an open call-for-artists interested in participating in Phoenix from the Ashes on May 4, 2018; and

 

WHEREAS, at their July 10, 2018 meeting, the Madison Arts Commission selected the following artists to invite to participate in Phoenix from the Ashes: Aaron Laux, Thomas Ferrella, Tom Loeser, Richard Judd, Andrea Oleniczak and Taylor Kurrle, Sylvie Rosenthal, William Rice, Eric Adjetay Anang, Roald Gunderson, and Gene Delecourt; and

 

NOW, THEREFORE BE IT RESOLVED that the Common Council authorizes the Planning Division Director to enter into a grant agreement with the Madison Community Foundation for Phoenix from the Ashes, and

 

BE IT FURTHER RESOLVED, that the Madison Common Council approves the Phoenix from the Ashes grant award funding recommendations of the Madison Arts Commission and authorizes the Planning Division Director, and the Finance Director to execute $1500 agreements with 10 artists or artist teams, in a form approved by the city attorney’s office, on behalf of the City of Madison.

 

BE IT FURTHER RESOLOVED, that the Planning Division may apply $3000 of the Madison Community Foundation Phoenix from the Ashes grant funding towards a 2019 AASPIRE Program summer intern or other similarly approved intern, approved by the Human Resources Department, who will assist with planning and execution of the final exhibition of Phoenix from the ashes; and

 

BE IT FURTHER RESOLVED, that the Planning Division Director may enter into an agreement with Overture Center for the Arts for the final exhibition of Phoenix from the Ashes; and

 

BE IT FINALLY RESOLVED, that the Planning Division may use up to $2000 of the Madison Community Foundation grant funds on expenses, including food refreshments, for the final exhibition and reception for Phoenix from the Ashes.
