The proposed resolution authorizes an amendment for additional consulting services to the existing contract for the James Madison Park Master Plan and Shelter Design. The additional services are being procured through a non-competitive process with Saiki Design, Inc. (formerly Ken Saiki Design, Inc.) Funding is available in the Parks Division James Madison Improvements project (Munis project #17170).The current contract amount is $203,340. Additional cost for this amendment will not exceed a total of $18,025. Sufficient budget authority exists in James Madison Park project to fund the proposed contract amendment.

Body
WHEREAS, The City of Madison has previously entered into a contract for Professional Services with Saiki Design, Inc. to provide additional limited professional architectural and engineering consultant services for the James Madison Park Master Plan and Shelter Design per Resolution RES-17-00859, File No. 49143; and
WHEREAS, Saiki Design, Inc. has completed the neighborhood and community engagement process for Phase 1 and Phase II of the James Madison Park Master Plan and Shelter Design included in the original contract with the City of Madison; and
WHEREAS, as a result of the Phase I and Phase II engagement process, additional engagement and analysis was for this project; and
WHEREAS, Saiki Design, Inc. proposed a contract amendment price of $18,025.00 for additional services not previously contemplated in the original contract scope of services for the James Madison Park Master Plan and Shelter Design; and
WHEREAS, under MGO 4.26(3) service contracts between one and three years with an average more than fifty thousand ($50,000) per year of the contract require approval of the Common Council.
WHEREAS, for the reasons stated in the attached Noncompetitive Selection Request Form, the proposed contract amendment with Saiki Design, Inc. meets the exception to the bidding process in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”; and
WHEREAS, Saiki Design, Inc. is qualified to do this work.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute Amendment No. 1 to the existing James Madison Park Master Plan and Shelter Design agreement with Saiki Design, Inc. to provide additional consulting services, as further detailed in the scope of services.
