Fiscal Note

The proposed resolution authorizes allocation of up to $36,250 in 2018 and up to $107,000 in 2019 for Community Building and Engagement (CBE) activities. The Community Development Division (CDD) conducted an RFP process to allocate the remaining 2018 funds and requested 2019 funds, pending adoption of the 2019 Operating Budget.

 

The Community Services Committee has reviewed the RPF responses and prepared recommendations within the allotted funding. CDD received requests from nine entities totaling $472,139. The recommendations allocate $107,000 the four organizations in 2019 (subject to adoption of the 2019 Operating Budget). The recommendations also allocate $36,250 to three organizations using 2018 funds.

Approving the allocation of up to $36,250 in Community Building and Engagement (CBE) funds authorized in 2018, and up to $107,000 in 2019 funds, pending adoption of the City’s 2019 Operating Budget, and authorizing the Mayor and the City Clerk to enter into agreements with specified agencies to implement the designated projects.

Body

In 2015, the Common Council authorized the Community Development Division (CDD) to allocate $100,000 to support Community Agency Contract expenditures for projects that further Community Building and Engagement.  A Request for Proposal (RFP) process determined the two agencies awarded funds, the award amounts and the activities to be supported. Those contracts, renewed in 2016 and again in 2017, are scheduled to terminate on September 30, 2018. In anticipation of the Common Council renewing the City’s commitment to CBE funding in 2019, and drawing on an additional $7,000 available in existing purchase of services authorizations, CDD conducted an RFP process to allocate 2019 funds as well as remaining 2018 funds.  This resolution represents the Community Services Committee’s recommendations from that RFP process.  Specifically, it allocates up to $107,000 for 2019 contracts, pending authorization of funding in the 2019 Operating Budget, and up to $36,250 in currently authorized 2018 funds. 

 

WHEREAS, The Community Development Division conducted an RFP process seeking proposals from qualified entities to provide opportunities for leadership development and skill building for City residents wishing to do work in their neighborhoods that will promote community cohesion and address issues in their neighborhoods, and

 

WHEREAS, the CDD received requests from 9 entities totalling $472,139, and

 

WHEREAS, the Community Development Division utilized a cross-functional city staff team comprised of members drawn from the City's Community Development Division, Planning Division, Economic Development Division, Police Department, Water Utility and Mayor's Office to review proposals and formulate funding recommendations to the Community Services Committee; and,

 

WHEREAS, on August 22, 2018 the Community Services Committee reviewed, discussed and modified staff recommendations and prepared its own recommendations, as follows, for consideration by the Common Council:

Total 2019 Funds- Up to $107,000

 

Bayview Foundation, Inc., Building Bayview Leaders - up to $37,475 to provide culturally responsive and supportive neighborhood specific leadership training and support.

 

Progress Center for Black Women, Cultivating Transformational Leadership - up

to $45,000 to support emerging community leaders through experiential learning and informed leadership to bring about transformational community change.

 

Vera Court Neighborhood Center, Community Leadership at Bridge Lake Point Center - up to $24,525 to support leadership development with low income and renting residents that want to have an impact on the BLW neighborhood.

 

Total 2018 Funds-  Up to $36,250

 

Centro Hispano, Programa Bienestar - up to $6,250 to continue an existing program that utilizes a community advocacy wellness model to build engagement in the Latino community in South Madison. (Contract to be amended and extended through December 31, 2018)

 

Lussier Community Education (w/ Goodman Community Center), Neighborhood Organizing Institute - up to $18,750 to provide an additional three months of support and development for leaders in low income neighborhoods. (Contract to be amended and extended through December 31, 2018)

 

Progress Center for Black Women, Cultivating Transformational Leadership - up to $11,250 to support 2018 expenses associated with efforts to work with emerging community leaders through experiential learning and informed leadership to bring about transformational community change.

   

WHEREAS, in the event the Common Council increases funding for CBE activities in the 2019 Budget beyond the $107,000 base level, the Community Services Committee recommends extending funding, at reduced levels, to Centro Hispano, the Fuerza Project (up to $27,457) and to Lussier Community Education (w/Goodman Community Center), Neighborhood Organizing Institute (up to $30,000) to continue their efforts.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the recommendations of the Community Services Committee, detailed above, regarding the allocation of 2018 and 2019 Community Building and Engagement funds; and,

 

BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and the City Clerk to execute agreements with the designated agencies (or their fiscal agents) for the described activities.
