Fiscal Note

The proposed resolution authorizes entry into a $524,980 agreement with the consultant team of AECOM et al. for Bus Rapid Transit (BRT) Project Development and Federal Transit Administration Small Starts Application services for the City of Madison. The Request for Proposals (RFP), as authorized by Adopted RES-18-00038 (File ID: 47513), estimated that the Phase 1 BRT Project Development and FTA Small Starts Application portion of system implementation would cost $500,000. After the BRT Inter-Agency Staff Team suggested some refinements to the scope of work, the additional work resulted in a final contract amount of $524,980.

 

The federal and state funds highlighted below have been committed for Bus Rapid Transit system implementation (including the Phase 1 project development services described in Adopted RES-18-00038 (File ID: 47513). These funds are available to fund BRT Project Development, scoping of the project, further engineering/design work, preparation of a Federal Transit Administration (FTA) Small Starts grant application, and completion of required National Environmental Policy Act (NEPA) documentation. The grants shown below were awarded in 2006 and 2007 and are managed by Metro Transit; state funds have been received by the City and the federal funds are received as reimbursement.

Adoption of the proposed resolution will not require additional City Appropriation. A total of $2,004,954 in federal and state funds are available for BRT Phase 1 costs. City costs associated with future development of BRT will be included in future capital and operating budgets subject to Common Council approval.

 

Title

Authorizing the Mayor and the City Clerk to enter into an agreement with the consultant team of AECOM et al. for Phase 1 Bus Rapid Transit (BRT) Project Development and Federal Transit Administration (FTA) Small Starts grant application services for the City of Madison.

Body

WHEREAS City of Madison Resolution ID 47513 (adopted 1-2-18) resolved that the Mayor and Common Council support the Bus Rapid Transit Inter-Agency Staff Team recommendation to proceed with Phase 1 Project Development in an east-west corridor running through the UW Campus and Madison’s Central Business District, with the east and west project termini to be determined; and

 

WHEREAS City of Madison Resolution ID 47513 authorized the issuance of a Request for Proposals for BRT Project Development services, and the City received five (5) bid proposals from consultant teams located throughout the country; and

 

WHEREAS an Interagency BRT Proposal Evaluation Staff Team (consisting of staff from Metro Transit, MATPB/MPO, Traffic Engineering and Planning Division) reviewed and evaluated the proposals - utilizing criteria such as the firms’ qualifications, relevant experience, and references; the strength of the project staff team; the proposal’s technical approach and work plan; the project management plan; the proposal’s commitment to Disadvantaged Business Enterprise (DBE) firm participation; and, the fee proposal; and

 

WHEREAS the Interagency BRT Proposal Evaluation Staff Team interviewed the top scoring applicants and recommended that the consultant team of AECOM et al. be retained to conduct the BRT Project Development services.

 

NOW THEREFORE BE IT RESOLVED that the Common Council hereby authorize the Mayor and the City Clerk to enter into an agreement with the consultant team of AECOM et al., in the amount of $524,980, for Bus Rapid Transit Project Development and Federal Transit Administration Small Starts Application services for the City of Madison.

 

BE IT FINALLY RESOLVED that the Transportation Policy & Planning Board will provide oversight of the Bus Rapid Transit project, and the selected consultant team (AECOM et al.) will assist the BRT Inter-Agency Staff Team comprised of the City Dept. of Transportation, Planning Division, Metro Transit, Madison Area Transportation Planning Board, Traffic Engineering, City Engineering and other agencies, as needed, including coordination and communications among the Federal Transit Administration and other participating entities.
