Fiscal Note

The proposed resolution approves plan documents to execute a cost sharing agreement with the State of Wisconsin for the construction of water main improvements on West Dayton Street. Total construction cost will be coordinated through a cost-sharing agreement with the State not to exceed $700,000.  Construction of these water mains is planned in 2019 and the appropriate funds are anticipated to be authorized in the 2019 Capital Budget within the Water Utility’s 2018 Capital Budget via the Water Mains Replace Rehab Improve - Reconstruct Streets program (MUNIS 11896).

Approving plans and specifications, and authorizing the Mayor and City Clerk to execute an Agreement with the State of Wisconsin Department of Administration (“State”) for cost sharing of the construction of water main improvements on West Dayton Street as part of the State’s “South Campus Utility Improvements” project.

 

Body

PREAMBLE

The existing 4-inch diameter water main infrastructure along W. Dayton St. between N. Charter St. and S. Park St., originally installed in 1900, does not provide sufficient fire protection capacity to current buildings nor potential future developments along the corridor.  Madison Water Utility (MWU) wishes to incorporate construction for the replacement of the existing water mains along this corridor into an upcoming State of Wisconsin project.

 

The project, “South Campus Utility Improvements”, will be constructed under a contract let by the Wisconsin Department of Administration (“State”) through their Division of Facilities Development.  The project will commence in the fall of 2018, with proposed utility construction anticipated to occur in 2019.  A project Agreement with the State will be required for funding, oversight and construction.

 

The City of Madison has already approved and entered in to a contract with the State’s project engineering firm for the design and engineering of the project for water main replacement. 

 

MWU and the State propose to enter into an Agreement for water main construction of the proposed project as follows:

                        

1)                     Design Engineering:  Part of a previously authorized Agreement.

2)                     Utility Construction:  MWU shall pay for the cost of installing or adjusting new water mains as outlined in the attached Cost Sharing Agreement document.

 

NOW THEREFORE BE IT RESOLVED that the plans and specifications for water main improvements within the State’s “South Campus Utility Improvements” project, be and are hereby approved; and

 

BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute an Agreement with the State for cost sharing on the project.
