Fiscal Note

The proposed resolution authorizes the acceptance of an $87,781 Edward Byrne Memorial Justice Assistance grant and amends the 2018 Police Operating Budget, if the grant is awarded from the US Department of Justice. The grant funds support of several law enforcement initiatives as outlined below. The City will receive the full grant award and reimburses the County for their expenses. There is no City matching requirement and no impact on the levy.

SUBSTITUTE - Authorizing the Mayor and/or Chief of Police to apply for and accept the FY2018 USDOJ Edward Byrne Memorial Justice Assistance Grant award in the amount of $87,781 and to utilize these funds to support several law enforcement initiatives; and amend budgets accordingly.

Body

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs , has designated the City of Madison to receive an Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,

 

WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,

 

WHEREAS, in July 2018, Mayor Paul Soglin and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,

 

WHEREAS, a copy of this Memorandum of Agreement was circulated to all City of Madison alderpersons in August 2018; and,

 

WHEREAS, a public hearing was held on August 6, 2018; and,

 

WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the Chief of Police are authorized to apply for the FY2018 Edward Byrne Memorial Justice Assistance Grant and accept the $87,781 from the Office of Justice Programs, Bureau of Justice Assistance.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.

 

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:

 

Dane County will receive $21,530 which shall be used as follows:

                     $10,500 for the Human Services Drug Court Treatment Program

                     $5,780 to the Sheriff’s Office for forensic video lab improvements

                     $5,250 for the District Attorney Crime Response Program

 

The City of Madison Police Department will receive $66,251which shall be used as follows:

                     $30,000 for strategic planning

                     $21,000 for SWAT body-worn cameras a and handheld tactical camera

                     $15,251 for patrol readiness equipment needed for responding to significant incidents

 

BE IT FUTHER RESOLVED, that the Mayor and Clerk are authorized to sign any contracts necessary to carry out this resolution.”

 

BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds, including modifications approved by USDOJ.
